Resolution by Centers for Pluralism
We, participants from 19 countries at the 15th International
Meeting of Centers for Pluralism consider it inadmissible to use military
force in settling political and ethnic conflicts as in most cases this
leads to mass violations of human rights and, what is most important, the
basic right - the right to live, call for:

Immediate cessation of military operations on the territory
of the Chechen Republic;

Negotiations between the President of the Russian Federation
V. Putin and the President of the Chechen Republic A. Maskhadov on peaceful
resolution of the Russian-Chechen conflict;

Withdrawal of Russian troops from the territory of the Chechen
Republic;
-
International organizations to act as guarantors of the protection
of human rights and international legal norms in the Chechen Republic,
as well as new democratic elections in Chechnya with participation of all
political and public movements and citizens of the Chechen Republic irrespective
of their place of residence.
