Deputies of today who have got seats at will of the executive authorities can not create a working atmosphere in the parliament. The major part of deputies of the Milli Medzlis is not interested in coming up to expectations of electors and that is why there are not initiatives in the Parliament. The number of deputies from the opposition is so scanty that they simply have no say in the Parliament’s activity. While defending their own interests, the present authorities do not allow to discuss in the parliament questions touching upon the problems of society, thereby pushing the opposition towards massive protests. However, such actions cause more dispute in the society because they are not within the framework of the standard style of government. All of this gives reasons to conclude that parliamentary elections held in accordance with democratic principles can put an end to the authorities’ monopoly on the country’s «stability» and social «reconciliation». Stability and the reconciliation can exist on the basis of a newly created democratic situation. This will guarantee that the stability and reconciliation will have a long life and steadiness. This will also provide a serious assistance to the government being executed on the basis of pluralism. The creation of such tradition will also satisfy the democratic and political demands of the society.
Local political observers and the US Congress
Helsinki Committee agree that the next Parliament will have a considerable
influence on the peaceful radical change of government in Azerbaijan. The
point is that on the territory of near-by states (Russia and Iran) there
are forces that are using various ways to impend the democratic development
of Azerbaijan as a republic and are patronising certain persons in their
aspirations to get the power in our country. There are reasons to believe
that in the case when mechanisms of accession to power are functioning
on democratic principles, plans of any political centres regarding antidemocratic
accession to power will not be realised. Moreover, the Parliament as a
part of legitimate power created in the course of democratic elections
that expresses the will of the Azerbaijan people can prevent realisation
of such intentions.
